I was thinking of  strengthening a national network of local mappers
and citizen media to cover areas that are less mapped and hardly
covered by the mainstream media. Through a series of activities that
would strengthen their mapping and basic citizen reporting skills, the
participants would also be organized into a body that is involved in
conflict prevention and conflict monitoring efforts.

Existing mapping initiatives in the Philippines are focused on urban
areas partly because these areas have internet access, they have more
establishments to map and satellite imagery is of higher resolution.
The challenge now is to encourage webmapping of the more remote areas
with the help of prior GPS tracking, photomapping and pen and paper
mapping. This would require legwork and facetime, which also becomes
an opportunity to improve the skills and increase participation of
hyperlocal participants.

The targeted remote areas are also more vulnerable to disasters
because of poor transportation and communication infrastructure. And
since they are not on the map and are not covered by media, conflicts
are poorly monitored.

Since issues such as Internet access would need to be overcome and
making sure people have hardware so they can  contribute, these
start-up costs can get pretty expensive.

Is there anywhere in particular OSM-ph really, really wants to work?
And are there any significant hurdles compared to working elsewhere
that should be considered?

I've already started mapping parties with the youth at the barangay
level. A barangay is a political subdivision smaller than a town.
School has just ended and the first mapping party for the break would
be on April 4. Future activities planned include news writing
workshops. And this call for proposal came,
a perfect match. Things would get easier and faster in case the series
of activities gets external funding.

Hurdles would be when typhoon season starts and things would have to
slow down. Road closures due to landslide is pretty common. But from
mid-November to mid-June the next year, outdoor mapping activities
would not be a problem. Unless a particular area gets militarized. And
oh, May 2013 is election time. Flexible scheduling would address these
hurdles.
