I think the tasking manager should  have a clear mention of Offset ,
It can be a field . Also an extension could be made to set the offset
in JOSM automatically .
Suggesting the above as the offset issue comes up frequently and
sometimes will confuse the new contributors who wont be having any
idea about either the offset values or even to use an offset !
