[HOT] Membership to HOT - What does it mean?

Hi All,

So HOT has had this concept of membership but not really clearly
defined what it means. We will be doing another round of membership
nominations in November and it would be great to have a better
definition then.

I'd like to start the process by having a meeting late next week or
the week after to discuss.
