[HOT] Updates to the Export Tool and New Tag Chooser

HI All,

The Export Tool has been moved to an easier to remember URL:
http://export.hotosm.org/

We also have a new tag chooser: https://visualtags.hotosm.org

Please check it out. New features to the export include the interface
is multilingual, user accounts (which will eventually allow us to give
different permissions to people based on needs), and easier ways to
make presets through the tag chooser.

Some of you have already tested it out but more feedback would be great.
