[HOT] Setting Up new task in HOT tasking manager

Could you guide us on setting up a new task in HOT tasking manager. We are
planning a mapathon on occasion of OPENDATA day (23rd feb) where we will
digitize building footprints in Kathmandu Valley, Nepal. and we need to
assign areas so that the building are not duplicated.
