[HOT] Central African Republic roadway tagging question

Hi,

I would say we should tag roads with highway=road as a default if we cannot
state about if it is a path or a track and if it is not an obvious
residential road.
Regarding unclassified/tertiary/secondary, IMHO it is quite difficult to
tqg this on a TM squre cause we need to have a larger overview to decide.
