[HOT] Use of the HOT Export Tool

Hi All,

Please keep in mind when you are making exports from the HOT tool that
it is a shared resource. Jobs are processed in a first in first out
manner. So if you create a job for a huge area everyone else has to
wait for it to process.

I believe someone is creating huge "Test" jobs right now. The problem
is this is holding up the team in Jakarta exporting data for flood
response.

(I suppose this is showing we might need to have logins in the future).
