[HOT] Job with restricted access to a list of given users

Hi Pierre,

That would be great, I would like to know how to limit mapping access to certain users. Could be very helpful in the future. 

One goal of this task is to expose more people at the State Department and USAID to OSM.  Given that we are reaching out to new people, I wasn't sure exactly who was going to participate, so limiting beforehand wouldn't have been helpful.
