[HOT] Haruna Cyclone in Madagascar

I'm not sure that Sakaraha needs a task. One guy mapped what he can 
yesterday, using Bing. I did few corrections and added some details this 
morning.

Typically, this is related to districts, not towns.

In south-west Madagascar, districts can be very large (10.000 km²?). For 
instance, Toliara II should be the rural area around Toliara (Tuléar en 
français dans le texte). So, I suspect that a large number of victims 
are in back country, not down town. And mapping it using satellite view 
is not easy. What is a not so bad road compared to a really bad track?
