Yes, this image shouldn't require an offset as ground control points
were used for this one.  There will still be error in position but it
will continuously vary across the image, but it should be limited to
10 meters or so, which is good enough for a first pass in an area
where we have no data at all.  Later on when we get more gpx tracks or
bing imagery coverage for the area the data can be shifted to the
correct position as needed.
