[HOT] Typhoon Haiyan - New priority mapping areas determined

We have gotten an initial damage assessment report and I have created
a new tasking manager job for the most heavily affected areas that we
have imagery covering.  Please trace all the roads and buildings in
these areas, but note that the tiles themselves cover more area than
we really need to map.

There is a relation in the OSM database which should download when you
download the data for the area to work on.  The priority is to trace
the buildings inside the actual relation.  Here is a link to the
relation itself in case you want to see where the affected areas are.

The above relation only covers damaged areas where we have imagery
available from Bing.  The relation below shows 5 damaged areas (in 2
clusters) for which we do not have high resolution imagery.  Pnorman
has checked the orbview-3 archive for imagery covering these areas,
but his search did not turn up any usable imagery.  The American Red
Cross is going to put in a request to try to get fresh imagery for
these areas, but we do not know if we will get any imagery or not.
