[HOT] Caching and comments on the HOT site

Hi,

I've just increased the caching on hot.openstreetmap.org

Besides much more visitors, the site is also getting targeted by spam
bots now.

The cache has a minimum live time of 15 minutes, so updates might not
be visible to visitors of the site straight away, and visitors won't
see a confirmation if they post a comment.

I turn the caching to normal again, once it's calmer.

Send me an email directly or ping me or irc if something doesn't seem
to work.
