[HOT] Humanitarian layer on osm.org

Thanks Joseph, I hadn't spotted it.  It's always useful to repeat stuff 
you think everyone else knows as there's always someone who doesn't :-)

I like the style but what is the rationale behind it?  Is it meant to be 
"anational" or highlight certain aspects of the map?
