[HOT] [talk-ph] Typhoon Hagupit / Ruby Activation

The evac centers icon will be ready starting tomorrow's map generation. It
will temporary overwrite icons for schools or other pois tagged as evacs.

Was searching for an international standard icon for evac centers. Do we
have one?
