[HOT] Tasking Manager V2 launch

I couldn't log in at first, but the fixup was a little different -- I
logged in at openstreetmap.org first, then went back to tasks.hotosm.org
and poked log in, at which point it asked for authorization to use my
openstreetmap.org account.
