Thank you Pierre, this answers my question: The borders in Maplibrary 
are not the current ones.

Well, NaturalEarth is public domain 
(http://www.naturalearthdata.com/about/terms-of-use/) so we could use 
the data. Importing is not a problem, and I already have the missing 
segment of the border converted into an osm file.

The only disadvantage of the NaturalEarth is the rather poor accuracy. 
The OCHA COD FOD data shows more detail. A quick check showed 
differences of more than 1 km.

So I would rather wait at least until tomorrow, if we can identify some 
better source than NaturalEarth.
