[HOT] Cannot access the tasking manger development instance

Hi all,

we got Tasking Manager version 1 testing instance running. It's accessible on
http://tasks.dev.hotosm.org/

It's running the same version of the software as the main service
http://tasks.hotosm.org, however there are two changes, title bar background
color is funky blue-red and title bar wording is changed to "TESTING OSM Tasking
Manager".
