[HOT] Tasking Manager issue

Hi,

There is a current issue with the new Version of Tasking Manager: it is
possible to edit without having blocked a tile. The possible consequence is
obvious: two people can contribute on the same tile and create duplicates.
This happens regularly (eg

in
Bangassou), and it is time consuming and not a very interesting thing to
fix.

There is already a GitHub ticket about this (see second paragraph):

Is there anyone that could fix it?
