[HOT] Tasking Manager updates

The problem is that we had people splitting continuously.  And this is not always operational, tasks too small and we cannot revert such actions.

One option would be that Editors can split more then once but not the normal contributors.

For the splitting thing, I would suggest to allow splitting at least
twice. I'm working in a task at the center of N'Zérékoré town, and
it's taking me ages.
