What we can do, is try with the possibility to split twice.
If this creates too many problems, then we should restrict again.

I was just suggesting that normal users could split twice (two
levels), not continously. It's sometimes difficult to create a job
that can fit in a only one level of splitting schema (16 tasks in the
outskirts of a city can be done in the same time as only one of the
same size in the center of it (so allowing splitting twice lets
converting one tile into 16 tiles, while only one splitting gives you
only 4 tiles).
That way you don't need to worry about users who split tasks without
control, so no need to allow only admins for this.
About the stats tab, I liked much more the previous one. For jobs that
are finished in one or two days, it's non-sense the new approach, in
my opinion.
