Some of that data can be very easily uploaded to OpenStreetMap.
Boundaries, even to the ward level, have been already uploaded, and
residential areas as well as the place name of them can also be
uploaded easily. Other data, like Points of interest (health, schools,
water...) would need some work before importing.

What is really needed is to vastly improving the road network. At the
moment there is a job in the HOT Tasking Manager to map the roads of
Kano state ( http://tasks.hotosm.org/job/474 ). I would suggest, if
people are interested, to create other road jobs in the Tasking
Manager for other states. I proposed and was widely accepted a road
classification that I already incorporated to the OpenStreetMap
Nigeria Wikiproject:

All of these altogether is an enormous task, and I can't cope with it
alone, but I am doing my best.
