[HOT] Invitation - HOT Imagery requests coordination service

Hi,

finally we can show first iteration of HOT Imagery requests coordination
service. It's available for testing: http://hirc.dev.hotosm.org/

Some features are missing, there are some bugz, not everything works, but at
least now we all have something to test.
