we decided to prepare for more fine grained permissions handling system for
HOTOSM organization on GitHub. At the moment, new permissions system is not
yet available [0], so we are going to implement following policy in the
transition period:

HOTOSM repositories, you need to send an email to techwg at hotosm.org and
explain what you need.
