[HOT] Adding a disaster layer to openstreetmap

This is something that I have been thinking about. What about road
closures or planned road changes etc. Fires and crime. These are real
time or planned events that could be supported by their own layer in
OSM. Right now I don't know of any place that we could effectivly
store and publish road closures from a city in osm.
