[HOT] WHO reports Polio in Africa again

It looks like http://tasks.hotosm.org/project/1086 is the most useful one.
I did a search for Polio projects but hadn't gone back that far.

So far I've looked at http://tasks.hotosm.org/project/1725 its mapped but
not validated, when I looked at it to validate it it looked as if it could
do with a few more highways so I've been adding them in but 1086 looks more
in need.

Polio was around in both the US and Europe within living memory it would be
nice to eliminate it from Africa as well.
