[HOT] HOT user survey

There will be a meeting today to discuss the development and implementation of a user survey. This idea came forward at yesterday's osm-analytics meeting.

The meeting will take place in Gitter (https://gitter.im/hotosm/osm-analytics) on Thursday December 8th at 18:00 UTC (10:00 am Pacific, 1:00 pm Eastern).
