[HOT] JOSM authorisation

Unfortunately JOSM doesn't really use GitHub. Or git at all for that
matter. They use SVN along with their own instance of TRAC for bug
tracking. It is all hosted on their own server at
https://josm.openstreetmap.de/
They do have an svn mirror up on GitHub but last time I checked, it
didn't really work right without some manual fiddling.
But most other OSM related things (including things like HOT JOSM
presets) ARE on GitHub so it's not a bad thing to know about,
regardless :)
