[HOT] Map for Preparedness Flood Resilience

Hello HOT!

On behalf of The George Washington University, the Red Cross Red Crescent
Climate Centre and the Global Facility for Disaster Reduction and Recovery
(GFDRR) I want to introduce to you a major mapping initiative with many
upcoming projects in the HOT Tasking Manager.

These organizations have developed an innovative approach to flood risk
management downstream of hydropower dams, using machine learning and
Forecast-based
Financing
<http://www.climatecentre.org/programmes-engagement/forecast-based-financing>
to effectively integrate information, decisions, and consequences. When
upstream rainfall and reservoir levels indicate that inundation downstream
is likely, a message will be automatically transmitted to the local Red
Cross/Red Crescent National Societies and partners, who can release funds
from the Forecast-based Financing system, supported by the German Red
Cross, to activate risk reduction and preparedness measures before the
flood hits. Like many Missing Maps projects, this is an opportunity to use
OSM to reduce the risk of disasters in vulnerable areas.

We are looking to extend this to other locations beyond the initial work in
Togo, Ethiopia, and Mozambique. In order to do this, it is necessary to
better understand exposure downstream of dams.
