[HOT] Support mapping for flood risk in Colombia

Hi,

A hydroelectric dam in Colombia is failing, so far 8,000 people have been
evacuated and 120,000 at risk. Fundacion OSM Colombia have created a task
on their Tasking Manager: https://tareas.openstreetmap.co/project/108 Any
mapping support will be very appreciated!

Copying in Juliana and Fernando from OSM Colombia who are working on this
response.
