Greetings humanitarian OpenStreetMap community,

It's New Year's Eve! Once you've had your celebrations and made your
resolutions, there will be opportunities to get involved in promoting the
usage of OSM in emergency/disaster response. One way might be to get
involved in this tagging proposal I am forwarding to you. Upon first glance
it seems like a great overall objective 'consolidate tagging of disaster
response agencies into "emergency=disaster_response"' but I think this one
will need to be explored a bit more to work out some nuance such as 'it is
just an office, or is there 'deployable resources' contained there?'  I
look forward to following where the discussion goes, please join me on the
tagging list or the proposal wiki-page you can find in the forwarded email
attached.

Despite some previous discussions, 2017 here on the list, or on various
wiki pages, there is still
no worldwide consistent tagging for providers of disaster response services.

I am preparing a proposal that recommends the use of
"emergency=disaster_response" to provide
a way to Migrate from tags that:

- work in one nation only, like (emergency=ses_station (189x) from Australia
- do not use the emergency key, like amenity=emergency_service (805x) +
emergency_service=technical
(822x), predominantly used in Germany for THW, and a dozen mis-tagged
hospitals around the word.

Such services or the governmental and non-governmental organisations that
provides them, come with
different names in different countries.

Potential examples to be included:

Australia: State Emergency Service
Germany: Bundesamt für Bevölkerungsschutz und Katastrophenhilfe (BKK) and
Technisches Hilfswerk (THW)
Austria: Oberösterreichischer Zivilschutzverband
Brazil: Civil defense in Brazil
Greece: Oberösterreichischer Zivilschutzverband (Civil Protection)
Ukraine: Державна служба України з надзвичайних ситуацій (State Emergency
Service)
Mexico: Civil Protection / Protección Civil
Czechia: Civilní obrana


While the proposed tag is meant for the stations that provide the technical
equipment and
accommodates the helpers on stand-by,
"office=disaster_response" could be used in addition for
administrative/planning/management offices
that do not have the equipment there.

Could you please contribute by naming the services in your nations, check
which fit the description
and which do not, and your general opinion about the tag.
