[HOT] Project validation

I talking about key combinations that are perfectly valid but ones I would
not expect an inexperienced mapper to use on a particular HOT project.

If they are an experienced mapper fine but if they have four edits to their
credit are mapping from imagery and label a highway between two villages as
highway=bridleway then I would deem that as suspicious.

I do have some experience validating by the way.
