[HOT] Is HOT planning to validate this 4 year old project?

when a project insists on an area without an active local community, the 
answer to your question is easy: nobody cares.

in Panamá, where in my opinion there isn't any local active community, 
I've tried to provide feedback to organized editors backed by 
YouthMappers and occasionally making use of the HOT tasking manager.  I 
earned myself a block by the DWG and in the end the most visible result 
was that all projects opened by YouthMappers in this country were 
closed, all without evaluation and without much concrete answers to my 
questions or suggestions.

I am aware that the above is related to YouthMappers and that YM is not 
HOT.  still, in my opinion HOT had a role and responsibility, since HOT 
allowed Rory Nealon, a non-local person, take the lead over several 
projects in Spanish speaking Panama, while already owning several others 
in: Brazil, Mali, Nepal, Nigeria.  that's 4 continents and much more 
than 5 languages.

take for example https://tasks.hotosm.org/projects/9352, mappers pose 
questions, and they remain unanswered.  or 
https://tasks.hotosm.org/projects/9830, in officially French speaking 
Mali the project is only presented in English, not one of the local 
national languages.  or all projects still owned by bgirardot, former 
YouthMappers, not any more active.

again, these are mistakes made by the organizing YouthMappers, but HOT 
provides the Tasking Manager without exerting much supervision.

unfortunately it is necessary to name and underline the mistakes if you 
want to correct them.  I'm sure that things can be improved.
