Flash here refers to a *flash drive*, i.e. solid-state memory with a USB
interface.  It doesn't refer to Adobe Flash.  If one follows the given
link, one will see what is meant.

Putting a runnable environment on a separate drive is a common technique,
especially when one cannot install on the main drive.  Back when folks from
the Sahana Foundation used to help with hackathons at Grace Hopper, we
eventually realized it was consuming far too much time to install our
software and development environment, and started preparing flash drives
with a runnable environment.

Also, porting JOSM to some other language, if that was being suggested,
seems...not a productive plan.  There isn't anything wrong with Java.
