Having a thematic based region should not be a problem by using the #hotosm
changeset comment. OSMCha is used to identify new mappers. OSMCha can
filter on the hashtag and the new mapper flag to identify them. One area
that concerns me is the size of new HOT mappers. So far this year there
have been over 50,000 new mappers that I identified as new HOT mappers.

The key is getting multiple people to help. I do just under 800 new mappers
a year without much problem. Using me as an example, you'd probably need
about 40 or 50 people involved. Validators would make a good candidate
field as well as those that create tasks in TM.

I've also discussed this with Arnalie. She is going to get back to me after
she returns from a trip back to the Philippines.
