[HOT] Is there a process to see if another HOT project has been mapped in the same location?

I think it only seems to matter if two building projects overlap.

Two different projects on the same area doesn't matter if one is roads 
and the other is buildings.

I think I agree with you about monitoring on many projects and a 
shortage of validators is something we have to find ways to work round.
