[Imports-us] TIGER replacement

By the way, I am hoping to do comprehensive TIGER updates for larger areas
of the country, so if you have a rock-solid technique for applying updates
without losing OSM edits, I'd be very interested in the details.

The scripts I've been working on are at
https://github.com/ericfischer/osm-tiger-update but I don't have a good
approach yet for areas where the TIGER data has been completely remade with
new TLIDs instead of moving the existing TLIDs to new locations, since the
TIGER shapefiles no longer track the history of TLID splits and joins.
