[Imports-us] A proposal for handling the tiger realignment

I'm in general agreement about looking at populated vs. unpopulated areas.
The edits I saw in the 2010 tiger refresh were mostly not that useful and
Somewhat Harmful in
well mapped areas.

In tiger deserts, the situation flips.  Adding I'd be in favor of adding
new roads and metadata as well,
in those areas.
