My sense may not be good, but how about:
- Half mile grids. Apply the aggressive update to any grid with 98%
version 1 nodes. Exclude ways that are part of a relation.
Or perhaps:
- Apply aggressive updates to any version 1 way, which has only version
1 intersecting ways.
The hard part is excluding from your version count known Tiger bots. From
my scan of Tiger data that's not a huge problem, but it's definitely a
challenge.

I'd say JOSM is the right tool, but it may take a plugin to make it a great
tool.
