The consultation is an appropriate time to consider how you’re going to get the data into OSM.

 

In any case if you were to consult doing the import one way then substantially change it like this my view is that you’d have to re-consult on the change, so you’d have to discuss this anyways.

If it turns out this assumption is wrong we can still add an auto upload, but until then I'm not sure why we're worrying about this at the review stage.
