[Imports-us] [Imports] Restarting NYC building and address imports

I think this is an issue that needs discussion. As stated in https://github.com/osmlab/nycbuildings/issues/69, the only information a BIN like 3000000 conveys is that the building is in Bronx and doesn’t have an assigned persistent BIN. Should this information really be imported?

Paul - no. BIN's stay in as stated in the initial proposal and subsequent discussion. All NYC BINs are migrated to OSM including the placeholder BIN's you're referring to. I think that's fine.
