Yes.

I don't think it's a good idea to import some BINs and others not. I'm
assuming for now that these placeholder BINs will turn out to be useful as
a rough reference point for future updates, for NYC gov to look up
buildings internally and potentially for anyone else trying to interrelate
NYC gov information with OSM.
