I've sent an email to the City of Blacksburg GIS Coordinator to find out
how the data is licensed. Since this is a holiday period, we may not hear
back for a while. I'm optimistic that it is properly licensed, but it is
not documented on their website. Since they appear in a Virginia Open Data
portal leads me to be hopeful.
