[Imports] Need help with TMC-import

Hello,

I need help organising the import of the TMC LocationCodes
for Germany and later for other countries too.

We have a tagging-schema that has proven to work and
we can parse the LocationCodeTable and create OSM-entities.

However there is lots of manual work required to match the
points and segments of the TMC-map onto our much more
detailed map. (TMC-roads should work nearly automatically
once nodes and segments are mapped.)

How do we organize such an effort?
