[Imports] Matching

This is very good question. 

For example, I'd like to do phased import for Corine land cover: first phase
forest and water, then other features. My understanding is that I cannot do
it now, as I would create double nodes with second import.

By end of the day you need to merge some of the nodes manually anyway, but
at least exact node matches should be merged (reused) automatically. 

 Maybe it is discussed long ago, but should it be feature of the OSM API
itself: check with every uploaded node whether it already exists, and if it
does, then existing node is by default reused.
