then please don't - OSM has enough imported rubbish already.

Else you can use the tools from 
svn.openstreetmap.org/application/utils/revert:

perl changeset.pl create
12345
perl changeset.pl upload 12345 < myfile.osc
perl changeset.pl close 12345

Note that individual objects in your osc file need to have the 
"changeset='12345'" attribute, with 12345 being the number of the 
changeset. The above changeset.pl utility will replace any changeset 
attribute by the correct number so you may create a file that has only 
"changeset='1'" or so.
