[Imports] CanVec /geobaseNHN to/2 osm java & python - new admin

Yuppee!

If you can please hold out 2 weeks, i'll be sure to get the latest
version of the scripts to ya, so my sticky fingers get out of it :-)

Then your the main person who is in charge of it (All of CanVec map
features). (to do what u like) :-)

Its currently at 96.0% complete, in 2 weeks that 4% will be done... it
already almost is.. but there's that little bits that need to be done.

I guess were all excited to get it done. :)

p.s. Both Richard & I have a natural tendency to be 'leaders', just
that Richard is MUCH better with the people part. (im better @ sorting
 gig-saw puzzles :-)

I only took on the responsibility of canvec while geobase2osm Roads (1
feature) were being dealt with, as I new 98 features wasn't going to
be a cake-walk :), and also because i knew there would be some
detailed cross-referencing with geobaseNHN that needed to be done.
