[Imports] [Talk-ca] Ftp site for Canvec product (.osm)

Cool! For other import projects it's worth pointing out that the OSMF
dev server (dev.openstreetmap.org) is available and suitable for this
kind of thing (i.e. hosting .osm files for sharing around the
community). And the shiny new version of the dev server is open for
business too - with oodles of hard disk space!

That's just as an alternative of course, there's no point looking this
Canadian gift horse in the mouth!
