[Imports] Unexpected wikipedia:fr node creations

Hi list,

it looks like I've messed up with my import script from fr.wikipedia.org.

Sorry about that.

It's not difficult to adapt it to cleanup the license encumbered nodes 
I've unwillingly created while it continues to update the content of the 
existing nodes it can match.

 From the two message I've received I think the issue is with the source 
of the coordinates available in wikipedia.

Is this the only thing? or is there something else I should make sure I 
do not import?

So far my script matches the node by its name (within the neighbourhood 
of the position described in wikipedia) then does the following tag updates:

* is_in is changed to reflect the french administrative region
* is_in, code_INSEE, postal_code, code_departement, population, place 
are added if they are found missing.
* wikipedia:fr link is added or updated as well (my script checks the 
links out)

So far it has changed #15000 of the #36000 places identified in wikipedia.

Let me know if it's ok to make my script cleanup my oops this way or if 
there's a better way (I don't intend to overload the servers either)
