[Imports] lombardia borders

hi,

here you can find a sample file for my region. Analyzing this theme
would enable us to do a test bed for the whole process of "evaluating
quality". Right now you can find a complete set of borders for
Lombardy: http://osm.org/go/0Cj0jK-- bot they are from a previous
import. About one year ago. They make useo of realtions to describe
the data. Every way which borders two municipalities is then linked to
the others in order to make up the whole border around a
municipality/province.

Here you can easly convert it to WGS84:

The data linked above is as close as ground-truth as possible. The old
ones (the ones in osm) is not so precise.

HOw can we erase the old borders and add the new ones?

We do have an authorization for importing data in osm (on the wiki, in italian).
