[Imports] TMC LCL

I'm currently writing a tool that creates a wiki-table
of all roads, road-less segments, segment-less points
and areas and osm-files of these LCL-entities.
When it works out there will be a tabel in 
http://wiki.openstreetmap.org/wiki/TMC/TMC_Import_Germany
where people can enter their name for the entities
they work on, download the tmc-entity in question
and add the tags to the apropriate OSM-entities
using 2 separate layers in JOSM.

Any comments about this aproach?
